REGULATIONS

1st “Balkan Grand Prix” – Final Tournament

Pleven, Bulgaria 10 – 17.01.2010

1. Organizer:
Bulgarian Chess Federation

2. Venue and Dates:
The tournament shall be held in the hotel Rostov from 10th to 17th January 2010.

3. System and rate of play:
A round-robin tournament. Time control: 90 min + 30 sec per move for 40 moves, then 30 minutes + 30 sec per move.

Note: Art. 10.2 from Law of Chess will be not valid.

4. Player who fails to appear within 10 minutes after the start of the round, will lost the game.

In case of identical final scores the prizes not be shared.

2. Koya system - Points against player with >= 50% of the points

4. The great number of victories
5. Performance

9. Appeal’s committee:
Chairman: Dr. Stefan Sergiev
Members: GM Drasko and GM Szabo

An appeal against a decision of the Chief Arbiter can be submitted in writing not later than 1 hour after the end of the round. The appeals should be accompanied with a deposit fee of 50 BGN. In case the appeal is accepted the deposit will be returned to the player. In case the appeal is rejected the amount will be in a favour of the Organisers.


10. Discipline:
All mobile phones must be in switch off mode in the playing hall. Penalty is lost of the game.
Flashes may be used only in first 10 minutes of the games.
Smoking is absolutely forbidden in the playing hall.
According to FIDE Rules all players who finish their games have to leave the playing area.

All the players have read the Tournament Regulations and are obliged to obey them.
